Trustees set budget priorities In this month's regular meeting, the University Board of Trustees approved a biennial budget request of$125 ,276 ,267 , calling for appropriation of $69,123 219 in state fund in 1974- J 975. In setting priorities for the budget request the University placed "number one priority" on receipt of $45,234.726 in state funds to continue present operations. An additional $6.613,117 will be required to replace funds from local government and federal agencies which will be discontinued in the coming biennium. The University has earmarked $1,64 7,060 in its request for operational funds as a high-priority "community · thrust" program. This includes community outreach; minority and career guidance; bachelor's degrees in liberal studies, applied science, technology and dance; urban lab ora tory, educational se rvices, institute of business and economic research; and training in early childhood development. Other major allocations requested are for upgrading of the academic program ($6,392,713), upgrading of management services ($1, 718,202), health and counseling programs ($1 ,406,403), preventive maintenance · $$1,459 800), and costs of anticipated enrollment increases($ _,73 8,920). In a transmittal letter forwarding the budget request to the Council on Public Higher Education (CPHE), U of L president James G. Miller said, "The people of this region owe a sub tan tia debt of gratitude to the official of th~ Commonwealth (for the present level o f state funding of the Universi t_ ). At thL same time , we hope that expanded tutu r . support will be provided uffic1cnt t allow us to do the job that need to o·• done.'' The budget document al ·al ft funds for debt service on bono:. anticipated for a range of new buildin :' on the Belknap Shelby , and Heal t.1 Sciences campuses. Specifi buildmgs t ' be constructed will be identified at the completion of a facilities master plan no under way at the University. A total of $19,750,000 in capital pro1ects i:. expected to be undertaken m the biennium. An unspecified amount of additional funds could be added to the budget t 1 establish a University hospital for U of L health science programs now being studied by the CPHE. The U of L budget request dL es not contain a specific request r tuiuon reduction, leaving the decision to th Council on Higher Education and other officials of the state government. However, an 8-page analysis of the budget report on tUitiOn reductwn was submitted as an addendum to the budget request.
