Description
A group of approximately one hundred white men pose in the Lodge Room of what could be the Banner Council J.O.U.A.M . (Junior Order of United American Mechanics) meeting place at 318 E . Broadway . Some of the men are wearing costumes such as Native American headdresses , robes with skull and crossbones on the chest and Asian jackets and caps . The photograph was to be delivered to Mr . Thomas at City Hall .
