A middle-aged white man holding a traffic flag stands in the center of Portland Avenue and three African American men who are paving the north side of the street stand farther down the street . A sign is standing on the newly paved road that says USA W.P.A . WORK PROGRAM . Streetcar tracks are embedded in the road and the men appear to be paving over the cobblestone street .
